This item is still a bit of a mystery, but recently I found out a bit more about it. If you have more information, please pass it on.

This product, from ASCII, was originally released for the Famicom, and when the Super Famicom came out, an adaptor was released for it to work with it as well. I would imagine around that time, ASCII decided to release this, which is compatible with both FC and SFC. If anyone has the exact date, please let me know.

Essencially, this device allows players to save their games to the device itself, rather than inside the cartidge itself in battery backed RAM. I am not completely sure what the little switches do, but I believe one position (the one in orange) is for saving a Super Famicom game, and the other four are for Famicom games. The "Protect" switch is used to "write protect" all of the save slots, to prevent them from being accidentally overwritten. I believe this device requires batteries, but I am not sure what type.

Famicom games which are compatible with the Turbo File have a "TF" logo on them. Most games which can use this are from ASCII, not surprisingly, but a few others, including a Nekettsu Kunio game from Technos, can use it as well. Super Famicom games which are compatible with this have a "STF" logo.
